Collin Pavlov is Harbor's Director of Client Services.

Collin Pavlov brings a wealth of expertise in public affairs, political strategy, grassroots organizing, and small business development.

 

At Harbor, Pavlov oversees daily client workflow, including client relationships, strategy, content quality, coalition management, delivery times, and problem solving. 

​

Collin’s career spans multiple sectors: from serving on the staff of Michigan’s Legislature, where he honed skills in policy research and constituent engagement, to leading the grassroots operation that propelled a Metro Detroit candidate to Congress.

 

He has also worked on high-profile issue advocacy campaigns, helping clients navigate complex political landscapes, while building and leading influential coalitions of all different backgrounds.

For example, Collin played a key role in the successful Save MI Tips campaign that resulted in a bipartisan legislature passing changes that saved income and jobs in the hospitality industry. He led the Don't Tax MI Delivery coalition, which stopped a tax increase on services that people with disabilities and seniors depend on to maintain independence. This election cycle, Collin also plays a major role in the Protect MI Constitution from Special Interests coalition.

Whether it’s crafting campaign strategies, building influential relationships, impedimental paid digital advertising programs, building coalitions, or executing tactical communications, Collin is adept at both developing the strategy and implementing the work to achieve client goals.

A Michigan State University graduate, Collin grew up in the Southeast Michigan media market near Port Huron and now calls Lansing, Michigan home.
